Vertical tab UI issues

The "+" icon for New Tab isn't adjusted when using dark mode:

FIXED IN BETA:
The position of the "New Tab" button becomes misaligned when closing a tab (toggling "Expand tabs" puts it into the position it should be in)

This should be a color matching issue
I considering whether to use distinct colors to distinguish them
In most cases, it is not necessary to fully display them

This wasn't a problem in builds from a few months ago, something changed.
Also, the alignment issue is separate from the color issue. The alignment issue also wasn't present in builds from a few months ago.

The new tab misalignment problem is fixed, but the "+" button is still dark and can't be seen without hovering the mouse cursor over it.
