Right click -> Translate to English to translate whole page to English is no longer reliable. For example, take a random articles on news.mail.ru. When you scroll down, you will see some paragraphs remain in Russian and not translated to English. This has never happened in the past when everything is translated on the fly. Take mail.ru for example, when there is newly updated entries, in the past they will be automatically translated to English on the fly, now they remain in Russian (even though the rest of the page is already translated to English).

Anyone could reproduce this problem? I just encountered it. Open news.mail.ru and open the articles you wanted to read in new tabs (multiple of them) but don't switch to the newly opened tabs. After that, start reading the tabs from the left. This is how I read news.mail.ru. When you switch to each tab, the browser will prompt you to translate the page from Russian to English. In the past, it always worked as expected. The paragraphs at the beginning of the page (the visible part) are always translated but when you scroll down you will see paragraphs that are not translated. It's weird that most of the time the last paragraph is translated but the paragraphs in the middle are not.

My current network connection is excellent. This is not a network problem. In the past, I used to experience a delay in the translation of paragraphs when I scrolled down if the connection speed was slow, but it's just a delay as the paragraphs will finally be translated. The current problem is that they will remain in Russian and will not be translated.

I'm not turning on the Memory Saver feature.

Note: Sometimes it even doesn't ask me to translate the page. This has never been happened in the past.

You are right. Somehow my user profile was corrupted. I have kept this user profile for so long and have upgraded through so many Catsxp releases.
