This situation was encountered once when using Win7
It should have been an issue when building a new tab cache during the first startup, but restarting once solved the problem!

I forgot to mention that I have Windows 10.
This happens when a theme from the Chrome Store is installed.
It happens not only on first launch or when opening a new tab, but also when opening the Settings tab.
There was no such failure in 141.5.10.2.
