Add --incognito in StartupParm.txt will affect Catsxp Shields

--incognito will affect the ability to block ads.
Note: It failed to block ads on incognito window. From incognito window, I opened a normal window to test. This normal window is also affected. Load Lanager icon still shows the number of ads blocked but there are still ads.
