Turn on Enable on restricted page and then turn off. I will still affect Web store. The setting can't be turned off after you turn it on, even though the check box indicates that it's off.

I discovered that it doesn't need you to do anything with the Site list settings. Catsxp Dark will work on Chrome Web Store out of the box!
