It's not loading the version 12 you think it's loading, but most likely loading version 11

When playing a video, only the CPU should be working and hardware acceleration cannot be performed, which means the GPU is not involved in decoding. You can try opening a video and checking the GPU usage rate in the task manager

The problem has gotten worse. Now I can run it up to ten times without success.

I agree it is MFPlat.dll but what I may do with it. WMPlayer install it

12 Windows Media Player is installed in Windows 7 x64 by default, and can't be changed to 11 or 10.
MFPlat.dll was in Windows installation package by default. I only add Windows Media Encoder 9

What changes were made in the new version 145.6.2.2? The new version is extremely difficult to launch on my operating system. As far as I can see, processes that failed to launch spontaneously stop. These are likely the reasons, not a problem with loading the video library.
I have image with fresh windows 7, fresh windows 7 + drivers, fresh windows 7 + update, fresh windows 7 + drivers + tweaks and soft. When I have time I make few experiments. It's sad that this happened to such a successful and convenient browser.

I couldn't replicate the problem you encountered in my own Win7 without making any special corrections for it

The problem only occurs with CatsXP and Supermium browsers. I tried 360 Extreme Browser today, Coc Coc, Chromium e3kskoy7wqk modification, Srware and Ungoogled doesn't have the problem. Cent Browser too.Cent and catsXp - the best.
Only 360 is interesting for its additional features, the ability to open bookmarks in a new tab. Possible minimize CatsXp to tray with RBTray, so it don't need re-start. New version need up to 10 times re-start

I've been using a different DNS servers for long enough to draw some initial conclusions. There was only one false start with 9.9.9.9, best result with 1.1.1.1 1.0.0.1. most likely related to my provider. ps SPOILER tag not work on forum

two false start for about 12 hours. possible it is CatsXP shop or something like that. May be change file HOSTS. It is not DNS only it is some restriction of my provider. Proxy not influence. I can't open this forum without proxy.
